Councilwoman Mildred Brewer

Mildred Brewer was elected to East Cleveland City Council as an At-Large Member in September 2000.  In 2002, she initiated a referendum to registered voters that would allow City Council members to be elected by Ward in the city of East Cleveland.  The following year, she was elected to a four-year term for Ward 4.  She is a proud graduate of Glenville High School, and completed her college studies at Dyke College.

Councilwoman Brewer believes in civic engagement, and has been a part of the world of politics for over 40 years.  She was the Highest Elected Delegate for 11th Congressional District (Formerly the 21st Congressional District) for Presidents Jimmy Carter and Bill Clinton.  She has served as the President of the East Cleveland Library Board of Trustees, Citizens Advisory Committee, and was Vice President of the East Cleveland Citizen Coalition.  She also served as the Costume Director for the East Cleveland Theater.

The most important function of a councilperson is to be a legislator.  The following are pieces of legislation that Councilwoman Brewer has put before council and passed:

  • Amended section 513.13 of codified ordinance PROHIBITING LOITERING IN A PUBLIC PLACE FOR THE PURPOSE OF ENGAGING IN DRUGRELATED ACTIVITY
  • Amended section 513.16 PROHIBITING OCCUPYING A DRUG PREMISES.
  • Amended section 533.091 PROHIBITING LOITERING FOR THE PURPOSE OF SOLICITATION
  • Amended section 537.24 REGARDING CURFEW FOR CHILDREN UNDER AGE EIGHTEEN.
  • Amended section 351.14(a) PROVIDE FOR OVERNIGHT PARKING ON DESIGNATED STREETS.
  • Amended Chapter 113 Rules of order.  Prohibiting DISRUPTION OF COUNCIL MEETINGS BY THE USE OF CELL PHONES OR PAGERS.
  • STOPPED ILLEGAL PARKING TICKETS
  • INITIATED A COUNCIL FOR EACH WARD.  This brings accountability to the council chamber.
  • Authorize the Mayor to implement the NESTOR TRAFFIG program
  • Stop Seniors and non taxable income residents of the obligation to file a tax return
  • SCHOOL CROSSING GUARDS – Fought to keep our children, families and schools safe by restoring City funding for school crossing guards
  • DELINQUETN PROPERTY TAXES – Partnered with the County Auditor to identify and collect delinquent property taxes owed to East Cleveland’s schools and city government.
  • LIQUOR PERMITS – Led the successful effort to prohibit neighborhood stores from selling alcoholic beverages and to decrease disturbances from bars and nightclubs.
  • SEXUAL PREDATORS/CRIMINAL – Protected our children by enforcing laws that prohibit sex offenders from living near our schools.

 

Mildred is has 6 children, 20 grandchildren, and 23 great-grandchildren.  She is a hands on councilperson, a proud resident of the East Cleveland community, and believes in the people who live there.
